Most structures now required an asbestos survey prior to demolition in Colorado

Whether or not the construction industry agrees, CDPHE is now requiring the vast majority of structures slated for demolition have asbestos surveys conducted and associated documentation and submitted to the division for approval prior to obtaining a local municipality wrecking permit.

This has resulted in some significant confusion and frustration within the property ownership community and the demolition contractors they hire to remove and haul these structures away.  As of a conversation with state inspectors last week (with the caveat that we all know their decisions can be a bit of a moving target), asbestos building inspectors are required to inspect structures as simple as a chicken coup for the presence of asbestos, produce the associated report with all the requirements as well as issue and sign a demolition permit to the air quality division for review and approval which can take up to 10 business days.
